Well, perhaps a curious question is a question that you've been thinking about. Perhaps, it is a question that, of course, you don't know the answer to, but it is a subject you've been wondering about. The thing has been on your mind and you don't know the answer, but it nags at you and then becomes...well, curious.
The Oxford Dictionary describes curiosity in this way:

- 1.a strong desire to know or learn something:"filled with curiosity, she peered through the window. "synonyms"
